I had a different Hyper-V server that was working fine, and I used it to compare the permission settings on that server and discover what was missing. Apparently every time you add a virtual hard disk it will execute the required commands to give that Virtual Machine account the required permissions to the attachments. When I had worked out the procedure I deleted the VHD I had been testing and re-copied the master back to that location. On the host server open an elevated command prompt.
