I have read about the right with the files and I have tired everything and I still get the error 500 sometimes when I try to access the admin panel. Some hosting doesn't allow high permission on folder, some need to grant correct permission on running script. I will do as soon as I finish updating one of my sites.
There's no way I would have figured that out! The image you want to display has to be external to the site to prevent the looping. I tested with a test admin and I was able to see the Install Plugins (and other pages) without the 500 error any more.
